How do I prepare medium sized plastic planters for planting flowers/plants?
1. Is it best to use planters with holes in them for adequate drainage?
2. What type of potting soil should I use?

you need a couple of holes in the bottom,then throw in a few stones or gravel to help with drainage as scott says.
i use a general multipurpose compost, sometimes mixed in with ordinary garden soil, saves on cost. fill up to the top, having in mind you want to see your plants standing proud and not having to look down at them if your soils only two thirds up. you can of course fill up so far,depending on the size of your plants, for planting and then fill up to just under the brim.
and don't forget to water your plants well, every day in hot dry conditions, making sure the water reaches the roots,so quite a lot.
you'll have a lovely show of flowers, i'm sure.
